Dutch operator‑supplier tie‑up illustrates tech‑driven shift in European iGaming

Sports betting supplier Kambi Group plc has announced a multi-year partnership with Holland Gaming Technology Ltd to power the launch of its new sportsbook in the Netherlands. 

The agreement, signed on 27 October 2025, will see Kambi provide its full Turnkey Sportsbook solution through Holland Power Gaming, a local subsidiary newly licensed by the Dutch regulator, the Kansspelautoriteit (KSA).

The deal underscores how technology capability has become the defining factor in competitive advantage across Europe’s regulated gaming markets. The Dutch market, in particular, has struggled with declining channelisation rates, meaning fewer players are using licensed operators, which has raised political pressure for reform. 

By partnering with an established supplier whose systems meet strict regulatory and technical requirements, Holland Gaming Technology aims to accelerate its market entry while minimising compliance risk.

For Kambi, the collaboration adds another tier one client to its growing European portfolio and reinforces its strategy of offering modular, data driven platforms that can adapt to local requirements. 

The company’s Turnkey Sportsbook integrates player profiling, real time risk management, and compliance reporting, providing smaller operators the technological scale previously accessible only to major brands.

The partnership also reflects a deeper structural change. Operators are increasingly outsourcing complex platform functions rather than building proprietary solutions. As regulatory frameworks tighten and technical standards multiply, the cost of developing in-house systems has become prohibitive. 

For Dutch regulators, such partnerships offer greater transparency. Working with globally recognised suppliers ensures data integrity and auditability, reducing the risk of software manipulation or reporting discrepancies. The KSA is likely to view these arrangements as stabilising forces that enhance oversight and public trust.

Investors see in this deal a signal that value in iGaming is shifting toward infrastructure. The market now rewards providers of scalable, compliant technology as much as it does consumer-facing brands. Over time, this could lead to consolidation within the supplier ecosystem, with dominant tech firms providing critical infrastructure to hundreds of regulated operators.

For consumers, the implications may be less visible but equally significant. Stronger infrastructure means faster load times, more stable betting markets, and greater fairness assurance, all attributes that differentiate licensed operators from offshore rivals. In a sector long criticised for opacity, reliable backend technology is becoming a form of brand equity.
